J Badger Consulting is a disability subject matter expert developing and lobbying for social justice and equity legislation. Our firm has been integral in the unanimous passage of multiple bills, ultimately impacting millions of Pennsylvanians.
We have been actively serving the disability community since the firm began in 2014. With a combined experience of over 25 years, we have the knowledge, tools, and know-how to help you achieve your goals. We have worked tirelessly to cultivate relationships with various diverse community leaders, non-profits, business leaders, and local, state and federal law makers. These relationships allow us to effectively and efficiently work with you to implement your vision.
We believe that change must happen from the ground up and we utilize a “boots on the ground” approach with our network of experienced advocates throughout the state. We continue to grow our network, utilizing a proven training program, providing individuals with disabilities the tools and opportunities necessary to create change.

Dr. Badger received her Bachelor’s degree from Geneva College in Disability Law and Advocacy, a Master’s from the University of Pittsburgh in Rehabilitation Counseling, and a Doctorate from Duquesne University in Healthcare Ethics. She founded J. Badger Consulting Inc. in 2014.
Dr. Badger is also the Director of the national RSA-Parent Training, Information, technical assistance center (RAISE).
Dr. Badger was the founder of the Pennsylvania Youth Leadership Network (PYLN), the Children’s Hospital Advocacy Network for Guidance and Empowerment (CHANGE), and created a youth and leadership development training program that serviced all of Pennsylvania.
Director of Strategy and Engagement
Everett has his degree in Special Education and Human Development from George Washington University. Prior to joining JBC he spent five plus years as a Learning Specialist at Lehigh Carbon Community College (LCCC), Where he provided training to faculty and staff around the concepts of diversity, equity, inclusion, accessibility and disability sensitivity. Everett has over 10 years of experience in facilitating programs and discussions on the local, state, and national level around student empowerment, person-centered approaches, inclusion, disability awareness and disability sensitivity. Audiences include: students, family members, state agencies, service providers, employers, secondary and post-secondary school faculty and staff.
Michael graduated from Purdue University with a BS in Business Administration with a focus in finance and marketing. He began advocating for people with disabilities in early 2010, served as Western director of the Pennsylvania Youth Leadership Network (PYLN) , and assisted in the creation of the Children’s Hospital Advocacy Network for Guidance and Empowerment (CHANGE).
Michael worked as a youth engagement specialist and facilitated leadership development trainings throughout the state.
Michael was awarded the Jefferson Award for Public Service in 2014 for his work in the healthcare industry and disability community.
